In the world of cartoons, except for physical laws of nature, everything is a social construct.
As a result, placebo is very potent. If a character believes eating certain food makes them strong, it WILL happen.
As hinting above, some of these elements were inspired by real cartoons. Popeyes for example.
As for the laws themselves are as follow though:
Boredom is a crime: any toons that feel lasting boredom for any reason will rapidly be knocked out of it. They may fall asleep and wake up someplace unknown and dangerous or that may not happen instead they stay awake and to break their boredom something dangerous like a meteorite may fall on their head. Although "dangerous" is not totally true since the worst they'll get from it is being squished or being scared and running away from the hazard.
Arrogance is a crime: any toons who think they have a surefire way to win a specific scenario will always get the worst outcome regardless. Cockiness is always punished. In order to win, they must keep their confidence in check.
Inflicting pain is a crime: any toons suffering or in any situation they find is inescapable will shortly pass out and wake up somewhere else. This is why the prefered method of torture is tickling because it causes no pain while being unbearable for most toons (ensuring they spill out every secrets their captors want ;-)). The same effect happens during digestion, a toon will be eaten and wake up elsewhere once it's been fully digested. Note that pain most probably causes distress, although not always, so it could go a different way (see below)
Negativity is a crime: Luck is based entirely on how happy or grumpy a toon is. Grumpy toons who don't like living or being around other toons will usually have nothing good happen to them, which means either literally nothing hppens and it's yet another day or they'll be unbeliably unlucky. Toons who are just sad will cause the reality to warp to soothe their sadness in any way possible like by spawning an item that the toon might like. Sometimes they may get chastised by a raincloud.
Causing distress is a crime: Toons that undergo a situation they find distressing will usually break out of it in seconds. For example, let syy hypothetically a toon hates being eaten, tickled, inflated or any other fun cartoony stuff, the toon will always have the upper hand then. If eaten, they burst out of the pred's stomach, if tickled they break all restraints put on them and send the tickler flying, if inflated their body will quickly lose all the gas or liquid causing their expansion. So there's essentially nonverbal consent to the world if a character gets into a situation and can't get out of it. This means that rape technically doesn't exist because anybody who doesn't become distressed from unwanted sex actually wants it (see free use) and those who do become distressed and would've been raped will send the rapist causing their distress flying. Just for the sake of completedness, here's an example that is not 'fetishy', 'cartoony' or sexual, if a character hates being scared, the moment they become terrified because they were forced to enter a haunted house, the toon will somehow become so tough and strong that they can just effortlessly run right through every walls of the haunted mansion until they get outside.
It bears repeating, but again I got inspired by real cartoons. The paragraph about negativity being a bad thing takes direct inspiration from Spongebob Squarepants' Squidward who has the most mundane life and never suceeds at anything in life, nothing ever goes his way.
